Billing is by total hectares, not impervious surface unique
Where Mississauga charges per m² of impervious area and Hamilton charges per billing unit of impervious area, London charges per hectare of total parcel area. A 10-hectare warehouse with 80% blacktop and a 10-hectare campus with 30% blacktop pay the same base bill — until the campus runs the engineer's report and earns up to 50% off. That makes the credit case dramatically stronger for low-impervious sites in London: lots of headroom between "what you're paying" and "what your runoff actually warrants."

"Wait — you charge by parcel size, not impervious?"
Correct — London's bylaw WM-28 charges per hectare of total parcel area, not impervious surface. That's actually good news for credit cases. A property with significant pervious area is paying the same rate as a fully-paved neighbor of the same size, but has a much stronger engineering case for the 50% reduction.
